The protection of vulnerable adults is high on the RCN’s agenda this year. At the recent RCN Congress in May 2008, the outcome of the POVA debate was clear: the RCN is strongly committed to the protection of vulnerable adults, and supports the drive for mandatory training for the entire healthcare workforce. In the meantime, it was acknowledged that as a duty of care all healthcare professionals and volunteers should at least have some basic knowledge of the subject.
In 2007 Ann Norman, RCN Professional Nurse Advisor: Learning Disabilities/ Prison Nursing, became part of a working group driven by EduCare and including representatives from the British Paramedics Association, SECAmb, St John Ambulance, Unite the Union, Spirehealth (BUPA) and MENCAP. Its goal was to develop a new EduCare programme examining the ‘need to know’ information health care professionals and volunteers require to help them safeguard vulnerable adults within their care.
Many of you will know of EduCare already, through their child protection awareness and safeguarding programmes, developed on a not-for-profit basis with the NSPCC. Many of those who undertook the Child Protection Awareness programmes contacted EduCare to ask for a similar programme on the safeguarding of vulnerable adults. EduCare responded by establishing the working party, inviting the RCN and others to help them to develop the ‘Protecting Vulnerable Adults Programme’ published earlier this year.
The programme breaks down the complexities of adult abuse, giving definitions of the different types of abuse, identifying who might abuse, outlining signs and indicators and gives best practice guidance and principles, including reporting abuse should you suspect an adult is being maltreated. It is available in either a paper-based or (with added benefits) an online format, in four short learning modules with related questionnaires designed to check knowledge and test understanding. Participants receive feedback on their answers, and if successful, are issued a personalised partnership certificate.
“The response to the programme has been phenomenal,” says Keir McDonald, Managing Director of EduCare. “It is apparent sector-wide that there is a great need for the information provided within this programme”. Statistics are as yet unpublished, but it is estimated that between 5 and 10%* of vulnerable adults experience some form of abuse or neglect.
“As with our NSPCC programmes, our aim is to deliver safeguarding information to those on the frontline” says Keir, “Added to which, our programmes give people the confidence to act upon their suspicions… A participant recently told me that after completing one of our programmes, he followed the ‘best practice guidelines’ and reported a case of potential child abuse which led to the ultimate conviction and imprisonment of the individual concerned. This demonstrates to me, that just one person armed with basic knowledge, really can make a difference…”
